Master in Governance Studies

Objectives of the Programme

  1. To produce graduates with the requisite knowledge to distill and analyze contemporary events as they unfold and as well demonstrate their mastery and understanding of these events.
  2. To produce graduates who are well-equipped to take up leadership responsibilities in the public, non-profit and the organized private sectors.
  3. To produce graduates who are willing to contribute meaningfully to their immediate social environments and mobilize others for sustainable national and international development.
  4. To produce graduates and technocrats with the sufficient capacities and capabilities to mold and shape opinions around common agenda for meaningful political, economic and social development.
  5. To initiate and execute cutting-edge research capable of proffering solutions to contemporary issues and challenges of governance at the local and global levels.
  6. To promote vigorous systems of advocacy towards the promotion and enhancement of effective governance.

 

Admission Requirements

The Criteria for Admission into the Professional Master’s Programme will be as follows:

  1. Candidates must possess a minimum of five (5) ‘O/L’ credits pass including English Language and Mathematics in SSCE/GCE/NECO at not more than two sittings.
  2. For admission into any of the programmes, possession of National Youth Service Corps (NYSC) Discharge/Exemption/Exclusion Certificate issued by the Directorate is compulsory.
  3. Applicants are to request their Alma Mater to forward the Academic Transcripts of their First Degree / Postgraduate Diploma / Master Degree to the Secretary, Postgraduate School, Olabisi Onabanjo University, Ago-Iwoye not later than 20th May, 2022.
  4. Applicants shall normally possess not lower than Second Class Honours (Lower Division) degree of the Olabisi Onabanjo University or any other approved University in Social Sciences, Administration and Management Sciences, and Law. However, candidates with Third Class degree or Higher National Diploma not less than Lower Credit with Postgraduate Diploma in relevant fields may be considered for admission.
  5. Candidates with no background in Governance Studies, Social Sciences, Administration and Management Sciences, and Law will be required to possess a Postgraduate Diploma in Governance Studies or other relevant fields to be eligible for admission.

Course Description/Synopses


MGS 801: Contemporary Governance Analysis

The subject matter of governance: The governance debate-meaning, origin and dimensions. The transformation from government to governance. The dispersal of public sector governance. The increasing upwards and downwards dispersal of power away from traditional government institutions to transnational bodies and sub-nationalities through decentralization respectively. The phenomenon of collaboration between government and non-state agencies in the provision of services and the ascendancy of the tenets of new managerialism in the conduct of public affairs. The effects of these transformation on the capacity of the state as well as state-citizens relations in Africa. The phenomenon of governance deficit in different counties- manifestation, causes and effects. Enhancing governance in contemporary society.

MGS 802: Social Statistics for Governance

This course focuses on the importance and application of statistics in governance. It covers the various areas of governance where statistics can be applied. The basic statistical methods that are frequently applied in the behavioural sciences  Topics to be covered include: the basic classification of data and methods of presentation, test of central tendency, dispersion and partition, binomial and normal distribution/test of significance, correlation, regression, chi-square, etc.

MGS 803: Indigenous Governance in Africa: The Oba S.K Adetona Model

This course focuses on indigenous institutions of governance in Africa. The steering mechanisms, law making process,, conflict and conflict resolution in the pre-colonial era, the traditional institutions for peace making, strategies articulating conflict resolution models, the dynamics of peace and harmony, and influence on cultural development and governance.  The course studies the model of governance of contemporary Ijebus driven by Oba S.K. Adetona. The philosophy and logic as well as the contribution to development. This include the poverty alleviation programme

MGS 804: E-Governance                                                                                                        

The approaches to e-governance; stages of e-governance in the application of Internet facilities in the planning, implementation and evaluation of service delivery.  The classification of e-governance:  government to government, government to business and government to citizens. Online service delivery, in health care, education, agriculture, judicial administration, business, arts, culture, rural and urban development, and local authority, state and federal administration, and information communication management. Obstacles to e-governance and strategies for overcoming the barriers.

MGS 805: Research Methods in Governance

The nature of scientific research, steps in the process and their application, types of research and forms  of research design, data collection, measurement- reliability and validity, approaches to the analysis and interpretation of research data,-quantitative and qualitative methods, presentation of findings, writing research proposal and their application in governance studies.

MGS 806: Nigerian Government and Politics

This course examines characteristics of government and politics in Nigeria. It examines the constitutional evolution and undertakes a critical evaluation of the legacies of colonialism. It examines the nature and practice of democracy in Nigeria and explains the roles of political parties. The course discusses the problem of transparency and accountability in governance, mode of representation, revenue allocation, form of federalism and issues like state police, local government autonomy, the size of government and cost of governance, god-fatherism, insecurity, herdsmen and farmers clashes, etc. It examines the problems of election, political succession and democratic consolidation, ethnic politics and military in politics.

MGS 807:  State and Modern Governance

This course focuses on the nexus between the state and modern governance. The state and governance debate. The overarching role of the state vis-à-vis other actors such as the market and civil society organizations. The dispersal of governance occasioned by global forces and network governance. The traditional role and functions of the state and how the New Public management is changing the role, autonomy, sovereignty and power of the state. State disinvestment, Public Private Partnership and service delivery. Safety net and wellbeing of the citizens.

MGS 808: Public Policy Analysis 

Themes in public policy analysis. Meta and meso analysis, theories and practices of public policy formulations; the socio-economic, political and global environments and the policy process in Nigeria. Agenda setting and policy adoption. The role of the executive, legislature and the bureaucracy. Selected public policies in Nigeria, their rationale/goals, implementation and outcome and output.

MGS 809: Corporate Governance

In-depth study of corporate governance in contemporary society. The principles and practices that shape the current corporate governance debate, the relationship between corporate governance and corporate performance; the role, structure and composition of the board and other company organs; the relationship between the board and management; the rights and responsibilities of shareholders including institutional shareholders, risk management practices; audit requirements; executive remuneration; and corporate social responsibility.

MGS 810: Organizational Development

The conceptual understanding of organizational development, the integration of theoretical and experimental knowledge and the development of intervention skills as methods of understanding and responding to change in organizational governance. The understanding of techniques of organizational, managerial, and personal development interventions to the growth of the organization. Skills to analyze and develop strategic interventions and implementation approaches to organizational challenges.

MGS 811:International Development Cooperation and Agreements

This course examines various international development cooperation and agreements. In the 21st century International cooperation for development follows a two-fold goal. It seeks to enhance global governance through bilateral and multilateral dialogue and tries at the same time to help achieving sustainable development outcomes in assisted countries. The course examines further the role of international development cooperation and agreements in reduction of poverty and inequality, efforts towards achieving the MDGs and SDGs including climate change issues. International agreements and the gap between the industrially developed countries and the Third World.

MGS 812: Topics and Issues in Infrastructural Development in the Third World

This course focuses on issues in infrastructural development in Nigeria. The shortage of physical infrastructure and reasons for it will be identified. Physical infrastructure (transportation, power and communication among others)and social infrastructure (water supply, sanitation, sewage disposal, education and health)as the harbinger of development with direct impact on the quality of life will be examined. The course further scrutinizes the historical development of infrastructure, policies of government in the sector, funding, corruption and other challenges, panacea to poor infrastructural development in Nigeria, such as the adoption of Public-Private Partnerships (PPP) to deliver efficient and cost-effective infrastructure and services.

MGS 813: Gender and Governance in Africa

Understanding gender and feminist epistemology. Gender and governance- participation and representation, gender and leadership, state building, gender equality movement, women and political participation and leadership position  in Africa.

MGS 814: Topics and Issues in Tax Administration and Management in Nigeria

The importance of taxes in the economy and national development, administration of and chargeability of taxes, and various issues attached to tax administration in Nigeria. Emphasis is on issues such as the role of tax authorities in Nigeria at the federal, state and local government levels,  tax invasion,  multiplicity of taxes, the centralization of tax legislation, technology and tax administration, database , tax touting, withholding taxes on sales , input VAT restriction, of tax invasion issues on transparency etc., the National Tax Policy in Nigeria.

MGS 815: Theories of Security Order

The course is designed to deepen the knowledge and increase the competences of students on the various aspects of traditional or reactive/incident-driven; proactive or intelligence-led security mechanisms and approaches. The theories of national and human security and political good order.

MGS 817: Contemporary Security Architecture

In-depth analysis of the security network in Africa. The dynamism of the security structures, objectives, principles and values, and mechanisms for the maintenance of robust security network in the region. The course takes a cursory look at the stance of the present African Union security policies and the working effect on the region.

MGS 819: Global Security Agenda and Agreements

This course discusses a range of contemporary security challenges and provides a set of key concepts that help student develop an in-depth understanding of the post-Cold war geopolitical and strategic environment. It provides students with the effective tools for analyzing and assessing respective policy responses, and for developing critical perspectives that go beyond the mere explanation of political practice. The course draws on a range of International Relations theories, illustrating ways in which various approaches can serve as a framework for analyzing global and regional security.

MGS 822: Legal Regime of Public Order and Security

Competing meanings, scope, and nature of public security and order. Various regimes and their characteristics, the legal implications of the different subsets of security regimes. Many professions that exist within the fields of law in relation to law enforcement agencies, correctional services, and security outfits and their general and specific job descriptions and modalities; how their operational developments have affected the local, state, and federal governments’ statutory laws.

MGS 823: Nigeria’s Infrastructural Challenges

The course introduces students to the phenomenon of public goods, theories and rationale for public goods. The debate on public infrastructure. Infrastructural development as component of public goods, the historical development of infrastructure in Nigeria. MGS 824: Work Ethics and Organizational Politics

Frameworks that define the activities of internal and external actors in an organization. The  importance and features of strong/good work ethics and effects of unethical behaviour on the organization. Interventions  to create  good work ethics  and the consideration of factors such as  explicit values, cultural norms thoughts during judgment  incentive and cultural norms. Promoting  strong workplace ethics through policies, guidance standards and codes of conduct. Linkage between weak work ethics and organizational politics. Types of organizational politics, causes and effects on the organization.  Ethics of power and politics in the organization. Overcoming negative consequences of organizational politics.  

MGS 825: Public Sector Financial Management

A review of budgeting, the principles and practices of budgeting, basic issues in budgeting, public sector budgeting and budgetary control in Nigeria, budgeting as a tool for  the long term improvement of public finance .Distinguishing Characteristics of Government and Institutional Accounting: State and Local Government Organization for Financial Management; Special Methods of Accounting within the Legal and Financial Constraints for ; Local Government, Hospitals, and state-owned Companies; Planning in the Public Sector; Planning Programming. MGS 827: Comparative Tax Administration

The course provides students with a comparative overview of the tax systems of various countries, with a view to developing a conceptual and practical knowledge on why tax systems differ, and in some instances similar.

MGS 828: Security Architecture in Africa

This course is built around security structures, objectives, and principles to achieve safety  in African  states. It is concerned with trans-border security policies; decision-making processes relating to prevention and detection of security threats; management and resolution of crises in conflicts, post-conflicts reconstructions, peace building and development in Africa.

MGS 829: Public Order and Security Policies in Nigeria

Examination of the meaning, nature, elements, and scope of public security and order policies; a review of Nigerian extant policies, rules, and regulations; it provides insight on the policies impact on socio-economic conditions in Nigeria.

MGS 830: Terrorism and Armed Banditry in Nigeria

The course takes a wider look at the historical security landscape of Nigerian state. It examines in broader terms; the meaning, nature, scope, and causes of terrorism and armed banditry in Nigeria; It looks at the evolution of Boko Haram, Fulani herdsmen, kidnapping for ransom, rape, political motivated heinous crimes, etc. It also assesses the socio-economic posture and remedies.

MGS 831: Law and Governance 

The course takes a critical and analytical look at the nature and practice of law  and its relationship with leadership and governance. It is divided into two segments. The first segment focuses on the rule-making powers of administrative agencies, the concept and relevance of administrative discretion and control to the contemporary practices of administration, forms of redress open to the victims of administrative actions, the independence of the judiciary, and the relationship between administrative law and constitutional law.  The second segment focuses on the influence of the nature and practice of law on leadership and governance. Adherence to legal instruments by those in leadership position and how this shapes the patterns of governance. Law, effective leadership and good governance.

MGS 832:  Entrepreneurship 

The study of entrepreneurship, mindset of entrepreneurs. Entrepreneurship policies and development in Nigeria. The problems and challenges of business development and wealth creation, the organization and mobilization of resources for the purpose of job creation, the development of linkages for the purpose of enterprise development, the business environment of Nigeria and the opportunities of contemporary globalization for the purpose of advancing small scale enterprise development etc.

MGS 833: Tax Laws and Administration in Nigeria

This course focuses on the law of taxation in Nigeria with particular references to various taxes, and taxing powers of different levels of government in Nigeria. Tax regime in Nigeria, the role of Tax Authorities at the federal, state and local government levels. The National Tax Policy 0f 2010, its objectives and components .Tax administration and institutions of.

 MGS 836: Project Planning and Administration   

The study and analysis of the relationship in both theory and practice between the philosophy of government and projects formulation and implementation on the one hand, and how the relationship helps in the understanding of the fundamental purpose of government on the other hand. The concepts of project, planning and administration as analytical categories and as systems of relations useful in the understanding of the rationale behind the invention of the idea of government. It captures the various theories of development planning and administration and seeks to determine their relevance and applications to the environment and the Third World.

MGS 837:  Budget Planning and Administration in Nigeria

This course takes an in-depth perspective in the examination and analysis of the procedures and practices of budgeting in Nigeria in the various tiers of government. The political and administrative arrangements of Nigeria alongside the principles and precepts of federalism, politics of resource allocation, legislative oversight and the budgeting process. The Nigerian experience in budgeting implementation and performance. 

MGS 839: Comparative Leadership Studies

This course is divided into three sections. The first section focuses on the logic, utility and issues and challenges of studying leadership comparatively. The second section covers a comparative study of the theories of leadership highlighting their strengths and weaknesses. The third section covers trait and process dimensions of political leadership. It focuses on comparison of institutional frameworks of old and new democracies that define the behaviour and performance of political leaders. Comparison of leadership in non-democracies, leadership during period of crisis.

MGS 841: Managing Work Place Diversity

The course introduces students to the basic of diversity management process, intended to create and maintain a positive work environment where the similarities and differences of individuals are valued. Diversity in relation to culture and performance, human resource management practices; institutional environments and organizational contexts to diversity-related pressures, expectations, requirements, and incentives; perspectives and strategies in managing diversity, strategies to enhance workplace diversity, barriers for accepting workplace diversity, strategies to increase inclusiveness, strategies to increase awareness about workplace diversity.

MGS 843: Enterprise Management                                                                                                           

This course examines the critical issues and problems of both theory and policy that regularly shape and influence the management of public enterprises in government controlled and supervised economies with the view to developing comparative insights essential for the understanding of the contemporary crises enveloping these enterprises.  It examines the influence of extraneous factors in the explanation and analysis of the problems being faced by these enterprises with the intention of the placing the issues and problems within the intellectual debate on “state collapse” and “state decline”. It scrutinizes the existing organizational structure and enabling laws defining and determining the practices and procedures of managing these enterprises.

MGS 846: State and Governmental Process in Africa                                                                                      

The course places the understanding of the theories of the state with the hope  of using the knowledge of the theories to in turn understand the rudiments, practices and procedures of government that help to promote  social stability and security irrespective of the diversities that are inherent in political and administrative systems. It further examines the concept of the state as both analytical category and mechanism with which to properly understand the fundamental essence and purpose of government in relation to the provision of essential amenities and maintenance of law and order. It focuses on the analysis of failed state with the view to knowing when the crises in which the contemporary state is enmeshed in go beyond the “critical range”. Finally, the course examines factors that hinder the state from discharging its responsibilities and develops and evaluates the indices for assessing state capabilities in relation to the discharge of political and administrative functions.

MGS 847: Theories of Leadership

The concept of leadership: leadership styles, theories of leadership, effective leadership, vision, and motivation. Critical thinking, team building, leadership diversity, ethical leadership, innovation in overcoming organizational obstacles; role of leadership in organization or in an entity.

MGS 849: Public Accountability and Transparency

The course examines the concepts of accountability and transparency within the ambit of governance. Importance of accountability, the relationship between accountability and transparency, strategies for enforcing public accountability and transparency, mechanisms of accountability and transparency in Nigeria. The challenges, problems and prospects of accountability and transparency will explored.

MGS 851: Bureaucracy and Governance Crisis in Africa

The nexus between bureaucracy and governance in Africa. Bureaucracy as the think tank of administration. The origin and nature of bureaucracy in Africa. The nature of the bureaucracy- mode of recruitment, its performance, reforms and how they impact on governance. The decline in bureaucratic ethos, overt politicization, corruption that have changed the bureaucracy in Africa and how they are spawning governance crisis in African countries.

MGS 853: Cyber Attacks: National and International Dimensions

This course introduces students to online world and its associated crimes in local and international webs. It examines the internet and computer technologies related crimes; and discusses the common types of cyber-crimes such as cyber fraud, defamation, hacking, bullying, phishing, etc. It further examines cyber-crimes theories including social learning, general strain, situational crime preventive, low self-control, and routine activity theories among others. Cyber-crime preventive policies at the local and foreign levels; implications of cyber-crimes for good governance and challenges for managing the menace are to be discussed.

MGS 855: Seminar in Governance                                                                                                                                    

A presentation on any matter/issue involving the subject matter of governance with the purpose of stimulating or provoking debate and further research by students either acting individually or collectively. It is a test of the extent to which students demonstrate the understanding of the subject matter and mastery of the rules and methodologies of social science research. The presentation is expected to take the form of proposal on any impending topic of investigation or a research report on any completed project or research assignment.

MGS 856: Public Procurement in Nigeria

This is course examines public procurement in Nigeria. Evaluation of the procurement process in Nigeria. Ineffective procurement process and corruption. Public Procurement Act 2007 and its effects on governance. Challenges of public procurement in Nigeria  and policy option for its effectiveness.

MGS 857: Public Sector Management Reforms in Nigeria

The origin and growth of the Nigerian public sector. State driven, privately driven and mixture. The rising phenomenon of public-private partnerships in Nigeria. The changing role of the government and New public Management in Nigeria. Public sector reforms and the size and effectiveness of the state. The impact of state reforms on the welfare of the citizens.

MGS 859: Ethics, Politics and Governance

This course   examines the linkage among ethics, politics and governance .It focuses of  basic and fundamental guiding principles and rules regulating the administrative context and systems, disclosure and confidentially, goal congruence and organization/establishment performance measurement.  The elements of ethics law, code of conduct, substantive prohibition, ethics commission, the principle of public service ethics.

MGS 861: Democracy and Elections in Africa

This course examines the nature of democracy and elections in Africa. It also looks at the impact of democracy and election in Africa on governance and development. It discusses the challenges facing democracy and election in Africa. Furthermore, the course explains the role of some international organizations in the conduct of elections in Africa. The concept of democratic consolidation as well as its challenges is also examined in this course. The course also examines the various ways for the improvement of democracy and elections in Africa. MGS 862: Processes and Procedures of Tax Evaluation and Assessment 

Classification of tax payers and the rationale for tax assessment. Classes and types of assessment. Issues such as treatment of capital allowance, administrative assessment, amended assessment, additional assessment, penalty of late returns. Rules regarding objection and appeal. Issues and challenges of tax evaluation and assessment in Nigeria and the way out.

MGS 865: Public-Private Partnership in Development

Theories of collaborative governance. Public-Private Partnership – meaning, its evolution, types/models  and  how they work. The economic and political theories of PPP. The structure and financing of PPP.PPP in the third world, issues and challenges of  implementation . PPP and the governance questions; participation, inclusion, ownership, and accountability. Creating a function PPP, PPP project cycle, procurement, identification and managing risk in PPP.

MGS 867: International Tax Conventions and Treaties

The course provides students with knowledge of tax conventions and treaties in relation to cross-border trade and investment and how it can help in eliminating tax impediments in cross-border trading activities. It will equally expose students to systems of managing international trade and operation of bilateral tax treaties to eliminate double taxation.

MGS 869: Topics and Issues in Public Order and Security

The course focuses on major issues in public security and order particularly in Nigeria. It assesses the national security policy in the Nigeria’s Fourth Republic and implementation tools and impacts on Nigerian governance process and how it can be strengthened.

MGS 870: State Security and Human Rights Violations in Nigeria

This course examines the concept of state and security provider. It treats issues of human rights, human rights violation. Some specific cases are meant to be examined.

MGS 871: Global Governance and Development

This course examines the organization of world politics in the context of globalization and provides an overview of international organizations, such as the United Nations and regional organizations. The course also examines the historical development of the international system and basic concepts of international relations. It focuses on international cooperation beyond the confines of formal organizational structures with particular emphasis on international regimes, institutions and norms that govern state practices in particular issue areas from security and peacekeeping to human rights and refugees. The course also takes cursory look at   transnational relations of non-state actors such as non-governmental organizations (NGOs) and multinational corporations including trans-governmental relations of sub-national governments and government agencies that shape policymaking at a global level.

MGS 873: Administration of International Administration                                                                                                              

It focuses essentially on the administration and management of international organizations and institutions of both sub-regional, regional and global varieties. With particular emphasis on the structure of these organizations, the course seeks the applications of the principles of bureaucracy toward the attainment of stated goals and objectives.  It examines the prevalent issues of recruitment, career patterns, behavioural, among others, in particular how these issues affect the global citizens’ perception of these organizations. The role of the international civil service commission and the consequences arising from the decision – making activities of these organizations.

MGS 875: Poverty Alleviation Programmes in the Third World

The course focuses on the concept of poverty and poverty reduction. Different approaches for measuring and explaining poverty, causes of poverty in Nigeria and Africa in general. The understanding of poverty reduction, poverty relief, and poverty alleviation, as measures of both economic and humanitarian intended to permanently lift people out of poverty. Different poverty alleviation strategies of successive Nigeria governments, the role of different actors, including states, international institutions and social movements, in addressing poverty. Reasons for persistence of poverty despite interventionist policies.

MGS 877: Public Finance

The course focuses on the sources of revenues that are available to governments and the discussions and analyses of the reasons, problems and challenges of the ever increasing scope of governmental expenditures. The increase in public expenditure, public debt. Reliance on oil as major source of revenue.

MGS 879: Revolution and society

This course examines the meaning and origins of revolution across political systems of the world. Theories of revolution, relationship in theory between revolution and human civilization. Examples of movements and political figures whose activities  led to revolution. An assessment of the possibility of revolution in some selected political systems characterized by acute and extreme underdevelopment and poverty. Distorted governance and revolution. Governance and political regime stability.

MGS 880: Rural Development 

This course focuses on analysis of the variety of political administration format and forces operating in rural areas. Issues to be discussed include rural  population and infrastructure, grassroots governance, policy formulation and implementation processes; environmental control; social and economic facilities such as housing, education, healthcare, safe water supply; employment generation including skill acquisition; policy performance and accountability.

MGS 889: Conflicts Management

Introduction to governance and conflict management, the basic readings and relevant theories of governance and conflict, causes of violent conflict and conflict management, negotiation and mediation of internal conflict, institutions of transitional justice and conflict settlement, theories of bureaucracy and the role of international administration in conflict management, peace operations, humanitarian intervention. Good governance as a mechanism for the reduction of conflict.

MGS 890: Fraud Detection

This course is meant to educate students on the meaning and features of fraud; parties to and causes of fraud in Nigerian in relation to the public sector and corporate organizations. The course focuses on fraud detection and prevention. It also identifies and evaluates the various mechanisms for taming the crime of fraud; effects on governance system; and the challenges of fighting fraud in Nigeria among others.

MGS 891: Leadership and Followership in Africa

This course focuses on leadership and followership. It is divided into three sections. The first section focuses on in-depth study of the concepts of leadership and followership.  Section two covers linkage between leaders and followers in an organizational setting. How the roles of both actors lead to organization performance, Emphasis is on team building, organizational reengineering, discipleship mentoring. The third section focuses on the process dimension of leadership and emphasizes the relationship between the political leader and the masses as followers. A review of political culture in Africa and how it impacts on leadership. Leadership crisis and strained relations with the followers. Leadership crisis and passive followership. Promoting effective leadership through effective mobilization of the followership. Political values, interactive political leadership, civic engagement and counter-democracy. The concept of  interactive democracy.

MGS 895: Politics of Development and Underdevelopment

The course examines the meaning of development and underdevelopment. Different theories of development and underdevelopment are also examined in this course. This course also looks at the relationship that exists between the developed and the developing countries. Factors that cause underdevelopment are also examined. A critique of the role International organizations and agencies in the development particularly in the developing countries. Mechanisms capable of bringing about development in the Third World.

MGS 899: Dissertation

An individual research by students under the tutelage of a supervisor on any area of interest which shall address what the problem of investigation was, how it was investigated, findings and recommendations in the approved format and standard of practice of the Postgraduate School.
